Independent Evaluator for Yiaga Africa Community Organizing Program
Yiaga Africa is recruiting an Independent Evaluator to assess its long-standing Community Organizing Program, a flagship initiative that has strengthened democratic participation and grassroots civic engagement since 2013. This short-term consultancy offers experienced evaluation professionals an opportunity to contribute to learning, accountability, and adaptive programming within one of Africa’s leading civic organisations.
The consultancy is remote–hybrid, based in Abuja, Nigeria, and will run for eight weeks, with applications closing on 20 February 2026.

Launched in 2013, Yiaga Africa’s Community Organizing Program equips young people and community leaders with the skills, knowledge, and networks needed to drive collective action. Over the years, the program has empowered hundreds of youth organisers and strengthened grassroots civic movements across Nigeria and beyond.

Purpose of the Independent Evaluation
As part of its commitment to accountability and learning, Yiaga Africa seeks an Independent Evaluator to conduct a comprehensive assessment of the Community Organizing Program. Specifically, the evaluation will examine the program’s:
- Relevance
- Effectiveness
- Efficiency
- Sustainability
- Impact
Consequently, the findings will inform future programming, strategic planning, and stakeholder engagement.
Objectives of the Consultancy
The primary objective of this consultancy is to independently assess outcomes and lessons learned from the Community Organizing Program. In addition, the evaluator will provide clear, actionable recommendations to strengthen future program cycles and learning processes.
Scope of Work
The Independent Evaluator Yiaga will work closely with Yiaga Africa’s Knowledge Management and Learning (KML) team and program departments.
Key Responsibilities
- Review program proposals, reports, workplans, and training materials
- Develop an evaluation framework and detailed workplan
- Design appropriate evaluation methodology and data collection tools
- Conduct interviews, focus group discussions, surveys, and field visits
- Analyse data to generate evidence-based insights
- Identify best practices, challenges, gaps, and emerging opportunities
- Produce a comprehensive evaluation report with actionable recommendations
- Present findings to Yiaga Africa’s leadership and stakeholders
Throughout the process, the evaluator must maintain objectivity, ethical standards, and confidentiality.
Qualifications and Consultancy Requirements
Yiaga Africa seeks a highly experienced evaluation professional with strong analytical and facilitation skills.
Required Qualifications
- Master’s degree in Social Sciences, Monitoring and Evaluation, Development Studies, Public Policy, or related fields
- 8–10 years of experience in programme evaluation, research, and learning
- Proven experience leading independent evaluations of multi-year programs
- Strong expertise in mixed research methods
- Understanding of youth organising, civic engagement, or community mobilisation in Africa
- Experience with participatory evaluation approaches
- Excellent writing, synthesis, and presentation skills
Expected Deliverables
The consultant will deliver:
- An inception report outlining methodology and timeline
- Approved data collection tools and instruments
- A draft evaluation report for review
- A final evaluation report with clear recommendations
- A summary of lessons learned and a learning agenda
Remuneration will be competitive and commensurate with experience.
